3. Staff Empowerment: Service staff shouldn't have to play referee on the fly. They need to be trained on standardized procedures so they can manage both pet owners and non-pet owners gracefully.

When a venue slaps a "pet-friendly" label on their door without adjusting their operations, they don't create inclusivity—they just create tension.
